Taking into account the transformative capacity of this intervention, we proposed the creation of a new centre for the city of Porto Alegre, of great scale and capable of positively influencing the urban development of the metropolis. The counterpoint for this great architectural construction is the local geographical and hydrographic reality, transformed into a hybrid landscape, respecting its essential natural characteristics.
We developed a Park that maintains a dynamic relationship with the landscape that floods frequently, sometimes the water enters through and under the constructed building, passing through the wide marquise and central courtyard. Activities are held on the ring, favoring the proximity between the programs proposed by the contest and creating an operational continuity between them.
To favor the integrating capacity of the Plaza and the connecting Ring, certain specific programs of the building were separated and placed in a group that could be specific to Linkable Programs, due to their social nature and of common interest to all users. The Linkable Programs, together with the main programs, form the spatial and programmatic basis of this body (ground floor). From the connective ring, volumes rise to form the buildings that contain the specific programs: Administrative, Event and Educational Centers.
